Last time I ordered some seeds the Japanese custom stopped it to deliver, I was asked that is it okay for me to open the package and want to chech the inside so I had no choice, I just left it.
If I could buy seeds 100% for sure, I want some.
You should have let customs open them, they are sent discreetly and with a cursory check wouldnt be found
